ASSESSORS MEETING MINUTES
DECEMBER 23, 2008
12:00 P.M. Called meeting to order. Present: Paula B. Keefe, Richard B. Gorden
and Mark Mazur.
1. The Board signed two tax deferral and recovery agreements for newly approved Clause 41A applicants.
2. The Board read an Errata notice from the Appellate Tax Board. The Board
then granted an FY2008 personal property abatement. It was granted at the direction of the Appellate Tax Board (ATB) to correct an earlier decision that was in error (errata).
3. The Board signed a notice of Pro forma tax liability for an exempt
property that was sold to a taxable entity in July of 2008.
4. The Board corrected a septic betterment that had mistakenly been
overcharged.
5. The Board discussed adopting chapter 653 which would enable the Town
to receive and extra six months of new growth for one year by assessing new construction based upon its status as of 7/1 instead of 1/1. Director of
Finance, William Fowler joined the discussion. The Board decided that
they were in favor of the Town adopting this starting in fiscal year 2011.
6. The Board discussed a request by Finance Director William Fowler to set a
minimum personal property assessed value. Mr. Fowler joined the discussion. The Board decided to recommend a minimum personal property assessed value of $2,100. If approved by Town Meeting this would take effect starting in fiscal year 2010.
7. The Board took the following actions on fiscal year 2009 applications for
exemption for the owners of the following parcels:

Parcel # 81-81 Clause 17D Granted

Parcel # 101-161 Clause 41A Granted
8. The Board discussed the status of a pending Appellate Tax Board case.
9. The Board decided to hold their next board meetings on 01/09/09 and
01/23/09 at 12:15 P.M.
